EU bans all non EU crypto exchanges
The Council of the European Union has now adopted its 21st sanctions package against Russia on July 23rd 2026. This includes a big move that would ban all 14 non-EU crypto-related platforms and entities for all EU residents.

This includes Rapira, Aifory Pro, ABCeX, WhiteBird, NoOnecrypto, Tradex, Monease, BitPapa, Exnode / Exnode Pay, HTX, EXMO, A7 Nigeria, A7 Africa, and PilotFinance. Most of these crypto exchanges have their headquarters in one of these countries – Georgia, Panama, the UAE, the Marshall Islands, Kyrgyzstan, and Belarus.
While the list includes mostly smaller exchanges, we do have big names like HTX and Bitpanda in there which have sizable trading volumes.
The real lever isn’t the blacklist, it’s the secondary sanctions threat. every non-EU exchange, over the counter desk, and stablecoin issuer now has to build a compliance screen for EU-flagged wallets or risk losing european banking rails entirely. that cost hits the mid-tier venues hardest.
If you have any assets stored on any of the aforementioned exchanges, we highly suggest withdrawing funds as-soon-as possible to a self custodial wallet like Trust or Coinbase wallet (formerly known as Toshi) so that you can later move them to an EU compliant crypto exchange.
